Police Seeking Harford County Rapist, White Marsh Resident

Xavier L. Higgins, 25, has failed to register as a sex offender and has missed court appearances for several other cases, police said.

 

Baltimore County police are asking for assistance in locating a convicted rapist who failed to register as a sex offender and has missed court appearances in several other cases.

Xavier L. Higgins, 25, was convicted of second-degree rape in Harford County in 2005, according to a county police news release. The release states that Higgins must register every three months and inform police of any change in address.

Police describe Higgins as a black male, 5-foot-8, 170 pounds with black hair and brown eyes. According to the release, Higgins also has the words "Thugged Out" tattooed on his left arm and a girl tatooed on his right arm. 

According to the release, Higgins last known address is in the 11200 block of Red Lion Road in White Marsh.

Police said Higgins has family in Dundalk and Essex as well as family and acquaintances in Aberdeen, Edgewood and Joppatowne.

Anyone with information on the suspect is asked to call the Baltimore County Police Department at 410-307-2020 or Metro Crime Stoppers at 1-866-7-LOCKUP (1-866-756-2587).

Tipsters to Metro Crime Stoppers can remain anonymous and might be eligible for a reward of up to $2,000.
