12th Baltimore Police Officer Pleads Guilty in Towing Scheme

Rafael Concepcion Feliciano, 31, of Baltimore, faces up to 25 years in prison after pleading guilty in federal court this week.

A 12th Baltimore City police officer admitted to his role in an illegal towing scheme involving a Rosedale auto shop.

Rafael Concepcion Feliciano, 31, of Baltimore, pleaded guilty Thursday in federal court to "conspiracy to commit and committing extortion," according to the U.S. Attorney's Office for the District of Maryland.

Feliciano faces a maximum of 25 years in prison and a $250,0000 fine when he is sentenced on March 23, according to the U.S. Attorney's Office for the District of Maryland.

The owners of Majestic Auto Repair paid Feliciano and other Baltimore City police officers to arrange for their company, rather than a city-authorized business, to tow vehicles from accident scenes and make repairs, according to a news release.

According to his plea agreement, in 2008 fellow officer introduced Feliciano to Majestic owner Herman Alexis Moreno and Edwin Javier. Feliciano then arranged for Majestic to tow vehicles from accident scenes and make repairs, according to a news release.

In exchange, the plea agreement continued, the owners paid Feliciano "up to $300 for each vehicle he referred to Majestic," according to the release. Moreno, 30, of Rosedale, and Mejia, 27, of Middle River, .

According to the plea agreement, Feliciano also "falsified police accident reports at Moreno’s request even though in many cases the officer had never been to the alleged accident scene," or witnessed the damage to the vehicle in question.
